What steps will reproduce the problem?
1. Attempt to file an issue via this tracker

What is the expected output? What do you see instead?

Expected: cannot file an issue via this tracker and sent to JIRA instead.
Actual: issues can be filed

Actually, this is probably more of a configuration thing. API issues and push 
requests should be disabled, rather than the whole tracker.

Actually we are using http://bugs.freebase.com for bug tracking - this tracker 
should be completely disabled (which I am about to do).
