This will be a function only available to users of the project tracker.
The import project should create projects, categories, contacts and addresses as needed. The creation of contacts should be controlled as follows:
First names that have & should be broken into two contacts with the same address
If the first and last name match a contact already in the database for this provider then it should be merged into the one that already exists with importing fields replacing current ones (even if blank.)
