Websocket chat service

we need a websocket chat for the website, this will need to be seperate from the website backend (for simplicity, and due to the nature of sveltekit)

Task:

• [ ] Simple, FULLY typed events
• [ ] Connection retrying, auto-connecting
• [ ] No bloat (no socket io)
