Per https://tiddlywiki.com/static/Setting%2520a%2520favicon.html:

On the server, the ServerCommand will serve the tiddler $:/favicon.ico at the path /favicon.ico.

The Wiki will set the favicon to $:/favicon.ico once the page is loaded, so this isn't strictly necessary.
