This will also bring us to version 1.1.0

All DataFrame values, with the exception of SubmissionID will be automatically be cast into str. This allows us to generalize to candidates whose names are solely a series of numbers. While this will never happen (outside of a major cultural upheaval), Slivka's VPs and ACs may now test candidates that are simply numbers.
