Wildcat connection parser, logging in IRV, and file reorganization

Added Wildcat connection parser. This is in the module wildcat_connection.
Removed from scratch logger in irv, replaced it with logger that writes to stderr and to disk.
Rearranged a ton of files.
Type hinted everything

Fixed all linting issues in irv.py except for break_ties being too complex
