Create self-extracting download distribution option #28

Currently we distribute IOR as a standard .zip download. In addition to that, 
we could distribute it as a 7z .sfx self-extracting zip. (note: we already use 
7z, including in svn in the /tools dir, for creating the .zip file in our 
build).
