We might want to consider the Extended Date Time Format specification which should be ratified as part 2 of an updated ISO8601 spec fairly shortly. Proposed spec is on Library of Congress website https://www.loc.gov/standards/datetime/edtf.html

Includes handling of uncertain and partial dates, plus seasons, quarters, intervals
