Discussed with @domingobishop and the banner has been updated as part of rebrand and no longer exists on the tested page. If re-implemented it will use the new pattern (which meets colour contrast requirements).

The rebrand did improve the contrast, but it wasn't enough since the link is one a grey background. A new colour added specifically for the homepage link.
