set_content_units mixes up east and west gps coordinates

For the parks, the eastBoundingCoordinate and the westBoundingCoordinate entries appear to be swapped. Remember that longitude is negative in the western hemisphere, so, for example, longitude -76 is more westerly than -75. The values I spot checked appear otherwise correct, just that the east coordinates are under in the west tags and vice-versa. The sample locations coordinates are points, so no changes need to be made to those tags.Describe the bug
