Add getStationMetrics() #13

Decision: overload existing functions: getWxObservations() - add metric getGrids() - add metric and customBBox

No additional function needed.

Iterate using metric lookups; climateMetrics.Request == elem reduce

alter reduceFlags for CSP3 (micro-drought): reduceFlags <- c("date","mcnt","rmcnt")
