Add Alaska PRISM sources #53

Include AK PRISM data as default source. AK PRISM. Note data are normals so will need to add metric alternatives.

Unfortunately, no monthly grids have been produced. See email on 20190403 for details. Closing issue.

Unfortunately, we only have PRISM climatology available for Alaska. We would love to have monthly 800 grids, but I am guessing that won't happen anytime soon. The NPS I&M program funded both AK climatology updates (1971-2000 and the 1981-2010), with the hopes that some other agency would fund the monthly time series grids. About 10 years ago Chris Daly said it would be about $50K to spin up the monthly time series maps for AK, and at the time I tried unsuccessfully to get that funded. I'm sure it would be quite a bit more than that now, plus annual funds to maintain them. I believe the Department of Agriculture funds the PRISM time series maps for the lower 48.
