SidePanel: If focus is in a section, make sure it is selected (active) #8

This is generally true, but problems can arises. For example tabbing to the end of the penultimate section may scroll such that the final section becomes the active section while the focus is now in the inactive penultimate section.

Issue applies to the sidePanel; floatingPanel is systemically broken in this regard.

Additional example if a section is short (less than half the page), then the next section will be shown greyed out below. Tabbing into the lower section will not make it active.
