"Revive" button should always be enabled #47

Version and revision of your TrinityAdmin: r19
Language selected in trinityAdmin: English
Trinity or MaNGOS? Trinity
Version of TrinityCore/MaNGOS (if known): 9182
Your Operating System and Version (Windows, Linux, etc): Windows

What was the expected output?
Using the chat command, the Revive function will fill the health of a player 
who is already alive.

What do you see instead?
Using TA, it disables the Revive button until the player is fully dead, forcing 
users to type .revive instead of being able to click the Revive button.

What steps will reproduce the problem?
1. Using the "Char" tab, select yourself with low health - "Revive" is 
disabled. 
2. Instead, type .revive. Health is now full.
