Allow creation of "pubrundor "

You should be able to create a "pubrunda" by selecting an arbitrary amount of locations (for any nation) and select which order they should be listed in. When created you should be able to fetch it and eventually display it in the map of the app. Since each location has coordinates, this should be enough information to construct the route in the front end.

Since these type of events are most likely not public (e.g. only for IT-sektionen) we should figure out a way to restrict access to only those who should have access.

Possible solutions:

• Create a unique link that can be shared with selected people (clicking the link will open the event in the app, or eventually the website)
• Require the user to login and verify their account before gaining access

There is also the question about who should be able to create these sort of events, since they are most likely not created by the nations themselves. Should we create accounts of each section and allow them to create pubrundor?
