Update the readme for the repository to be more useful

Readme edited, please give it one last pass to make sure i didn't edit it weird and feel free to merge.

I decided to leave the yaml in the repo since i'd like it to have an actual home instead of just being a loose file we scramble to find, edit, and shove into the latest release. For comparison, tunic seems to keep it with their bepinex mod, and they include the apworld in the releases page for their bepinex mod as well. i think it makes sense in this repo since it's where actual options changes will happen, but i'm not strongly attached to it being here specifically, just somewhere in a git repo
