What steps will reproduce the problem?
1. create a CalendarSettings object
2. settings.setScrollToHour(8);
3. refresh 

What is the expected output? What do you see instead?
No effect on project

What version of the product are you using? On what operating system?
9.2, windows 7 on chrome

Please provide any additional information below.

The reason it can't "scroll to" is because the panel is not yet rendered on the 
screen, meaning there is no overflow, meaning there is no scrollbar to scroll.

This can be fixed with a simple deferred command
