Where to place observations from "elsewhere" users without real location #48

Current priority of location is image data > current location > home site. Elsewhere has no location associated with it, so photos uploaded by users without location services go to 0,0. Either elsewhere can have an arbitrary location (these observations will all show up somewhere probably far away), or we make location optional and leave it out in this case (these observations will not appear on the map at all), or defer this until users are able to manually place observations via a map or exact location search.

Current behavior is to use UNCC as "elsewhere" and zoom out to CONUS is location is 0/missing. See #63
