ROS2 - Humble

I ported mesh_tools to ROS2 humble.

Things that work:

• compilation
• rviz plugins can visualize meshes as before
• goal poses can be given on the mesh surface
• single face selection with label tool

Things that don't work yet (I'm on it):

• rectangle selection for label tool
• reload mesh by loading RViz config - segfault when enabling label tool (was this working in the ROS1 version?)

Things that need to be tested (by everyone?):

• hdf5_map_io
• label_manager
• mesh_msgs_conversions
• mesh_msgs_transform

@spuetz , @Cakem1x : Even though some things are not implemented yet I would propose to create a first ROS2 "humble" branch now since all the main functionalities are there.

As you proposed, I created a humble branch for the ros2 porting. Since it will probably be in development for quite a while now, I will merge this PR now into the humble branch
