This PR bumps the version to 2.0.0 and updates the maintainers.

In addition to this PR, I adapted the repository settings:

delete obsolete branches
set humble to be the new default branch
move the old ROS1 state to noetic branch (also added a note about it being not developed anymore to the README)
add branch protection rules for noetic and humble
