feat: :sparkles: Re Run a Design Job to Update it

[x] Update the idempotency of the l3vpn design using Tags
[x] Remove reference to failed Journal outputs in the design reduce step
[x] Add documentation references to add identifiers, and also for the examples if needed
[x] Decommission logs when triggered by the update process are incrementally repeating messages
[x] Job data is not always stored properly
[x] Find a proper naming for recursive functions
[x] Parametrize recursive tests
[x] Test it with multiple file designs
