Expected Behavior

Docs to be in navigation

Observed Behavior

INFO    -  The following pages exist in the docs directory, but are not included in the "nav" configuration:
             - admin/release_notes/version_2.1.md
             - user/app_feature_compliancexml.md

Seen while running mkdocs serve.

Steps to Reproduce

Run mkdocs serve
See warnings for missing navigation items
