Changed extends 'base.html' to extends 'generic/object_detail.html' in templates/welcome_wizard/dashbaord.html

Mind if I tack onto this PR? Since we are changing the template we inherit, we could easily get rid of most of the html and just override the Title and Breadcrumbs.
