Patti - Platform Admin

I want ...

The ability to implement/update configuration for SSO without having to update my nautobot_config.py

So that ...

I no longer have to restart Nautobot processes

I know this is done when...

SSO configuration is driven via the admin portal in the UI
Restarts are no longer required
Possibly to be integrated with Secrets

Previously worked on a POC with model driven SSO, will require a custom strategy. Both items are in the this branch
