Added kubernetes job support development documentation #6560

What's Changed

[ ] When and how it can be used
[ ] What problem it solves (downsides of celery in k8s)
[ ] How to configure job queues
[ ] The high level interaction flow of components, so people can understand how to troubleshoot
[ ] How to configure the KUBERNETES_JOB_POD_MANIFEST relative to one's deployment
[ ] How to use other envvars like the service token, ca cert path, etc.
[x] Enough dev env documentation to help us work with this in the future
