flat_radius/corner_radius not populating Properties dialog box automatically #249

I noticed that when I create a new tool, such as an end mill or a ball end 
mill, the flat_radius and/or corner_radius entries aren't filled out 
automatically. When I change the type of tool from an end mill to a drill bit 
and back again, the entries do get populated.
I'm looking at this because of a lot of experimenting with libactp.
