Context for reviewers
One of the teams using the platform gave feedback that they were stuck for a few hours trying to get one app to talk to another app, and it was suggested that we default has_external_non_aws_service to true. Rather than doing that, this change adds more documentation to highlight the use of has_external_non_aws_service for cross-application communication in addition to external SaaS services, and adds a dedicated page for updating an existing application to be able to access the internet (in cases where the project team has already created the network).
