Ensure wic-services.org is not on auto-renew and document

For the PRP pilot earlier this year, we set up the domain wic-services.org through AWS Route53. We don't need to keep paying for that domain beyond what we have already paid.

• If it is set to auto-renew, disable auto-renewal
  • Think about how you will demonstrate that auto-renewal is disabled
