PRP-219: Add /contact

• Added /contact with error validation
• Updated /upload to route to /contact

Context for reviewers

• Will need to update routing once we make the review page. For now it routes to /index.

If it's got the classname usa-hint it should be setting the weight normal? I thought we figured this particular snag out already..
