PRP-221 Completing the /upload page

Changes

• Created server-side processing for uploads
• Added S3 (via localstack) support to Docker compose for both dev and e2e testing
• Added "Previous Upload" section to page for rendering files accepted previously
• Added server-side validation for filesize, file count, and introspecting file type
• Propagated server side errors into an alert component
• Created server module with functions for interacting with S3
• Document records get created when files are uploaded
• Added remove file functionality to page for previously uploaded files
• Unit tests for all of the above
• e2e tests for Upload page

Design feedback:

• Can we make the accordion bordered?
• Can we add some padding at the top and bottom of the accordion (margin-top-1 etc)? It's looking a bit tight.

Yes, that's correct We'd pass the creds in as secrets through the container task definition

It looks like we will need to provision a IAM user with permissions to access the S3 bucket. Is that correct?

If so, I have tf WIP for that saved for that that I'll use in a new ticket https://wicmtdp.atlassian.net/browse/PRP-278 I've created for making sure we get all the correct env vars to the participant ECS task
