Phone number validation is broken #87

What steps will reproduce the problem?
1. Try to sign up with phone number

What is the expected output? What do you see instead?

should be able to sign up, but it says 'phone number must be 10 digits'. I am 
entering a number in 
the form 1234567890 and it fails.
