Add Two-Step SPLADE #62

PR for the presentation of the Two-Step SPLADE paper. It notably adds:

  1. Two-Step SPLADE
  2. SPLADE-v3 configs
  3. Updates README so that SPLADE-v3 is used as default model.

There's quite a bit of files due to the qrels and scripts...

Thx for the PR! Would it be ok if we push these changes to a dedicated two-step branch rather than main (at least for the moment)? We are maybe planning a big refactoring of the code so I would prefer to not add too much stuff to the repository
