Create a functional website #1

We need a formal description of what the event is about and what are the goals we want to achieve. It should also list about us and include details on how one can volunteer for the event, how sponsor can get involved, details on expected timeline and expected event format.

github doesn't allow top level domain for projects :frowning: !

Well, found that github's document is not updated! By seeing here: https://github.com/muan/emoji/blob/gh-pages/CNAME , we can indeed host on third level domain! which should workout for us!

The website is there, but it's not really functional.

@navya/hackers I've updated the deadline of public announcement milestone to 14th Feb, so that we could ask for some love from community on the Valentine's day! Let's make it happen.

(PS: All stalling issues are related to website now!)
