The version of Nx is outdated.

What is the new behavior?

• Updates the Next builder to use the new structure from the Nx repo
  • Use the @cloudfare/next-on-pages command from node_modules
• The project is updated to the latest version of Nx.
• The project is using the new eslint flat configuration
