Italian translation and Asp.Net Core 3.1 update #79

Hi, I've almost finished reading the book, it helped me a lot and I would really like to give some efforts back, I could help translating it into Italian as I feel we currently lack learning material on the topic.

Also, considering I'm following along using Asp.Net Core 3.1 I could provide some updates on the code I've used so far.

Ciao @nbelluco, thanks for offering to translate the book! Having an Italian version would be excellent. Go for it!

I am planning to update the English content to 3.1 as well, but haven't had the time yet. Another reader has started some work here: https://github.com/nbarbettini/little-aspnetcore-todo/pull/15 Any contributions you can make are very appreciated as well.
