Added /docs folder for GitHub Pages online documentation mapping for project. Readme.MD for the homepage. Copied the build instructions into a page. Theme is jekyll-theme-cayman with these options can be set

I certainly plan to add much more content to the documentation over time, but I think these files are a good start to setup the Github Pages site and play with the layout to see which template you like the most and how things render to get a style standard going.
