Publish script #12

Created a small publish script to help with the publishing of this provider.

I appreciate the offer of help, but I actually have a Concourse CI server running that handles this in the background. The config isn't in here for that because I have a repo for Concourse CI pipelines,

Actually... you know what... I'll merge this anyway in case someone wants to use it for a fork.
