ability to import/export custom labels of unlabelled buttons #433

Steps to reproduce
1. Open any app where an unlabelled button is present.
2. Ensure your focus is on that unlabelled button.
3. Open the local context menu by swiping up then right in a single motion.
4. Draw a circle on the screen and lift your finger when Google Talkback says 
'Add Label'.
5. Give an appropriate label to the button.
You have now labelled that unlabelled button.
However, when you switch to another device, you will need to manually label 
that unlabelled button again.
In this example, we are talking about a single unlabelled button, but in 
reality, many apps have many unlabelled buttons, numbering in tens and perhaps 
a hundred. In such a scenario, labelling hundred buttons again on different 
devices is too cumbersome and impractical. An ability to import/export labels 
would simplify this process significantly, requiring one user to upload his 
custom labels online, for importing by other users. This means that the work of 
one person can be productively used by everyone else, making the person's work 
more productive and fruitful.
Such a feature request has been several times expressed on the Eyes Free group.
Test Environment
Motorolla G second generation
Lollipop 5.0.2
Google Talkback 3.6.0

Adding to the discussion, For people running 4.2.2 and earlier devices where 
labeling buttons manually is not possible without going the custom rom root, 
there should be a way within Talkback itself which either lets users import 
labels made from 4.3 and later devices, or have a repository of labels where 
"anyone!" can contribute them to the Talkback community and it simply "just 
happens" in the background.

Another way this could be done, is the Talkback team makes the labels 
functionality an "Xposed" module,

, thus people running 4.2.2 and earlier do not have to upgrade to a custom rom 
if they so choose not too. Yes, ya have to be rooted, but hey, its worth a shot!

To "trentont...@gmail.com" if the labels can be import to 4.2.2 devices, I 
think the talkback team has been made it possible for Android prior to 4.3 
devices. This is due to the limitation of the Android API itself.

I also agree to have the import/export feature to be add into Talkback for 
future version.

All talkback labels should be stored on the cloud so users can retrieve them 
when ever they would need them. For each language supported by talkback there 
should be ceparate repository for submiting and downloading the labels.

Its a serious issue. Everytime talkback is updated all the Custom labels are 
gone. So plz implement it as soon as possible.

This is a very importan feature i can pay for it. i labeled many buttons for 
myself and not want to lose them

From my understanding of the comments, users want to be able to
backup/upload to cloud as well as share their custom button labels. This would 
not only
allow for sharing and simplification of work for other users, but
would ensure that a user's custom labels are safely kept somewhere, backed up, 
readily available for reuse. Many people have provided solid usage
cases for the need of such a feature, therefore, I would urge the
Google Accessibility Team to express their comments on this.
