[test] Fix tests #41

The config and packets tests appear to be very much out of date and are failing. This will fix the tests.

I have done my best to test for correct behavior, but I cannot be sure. Nonetheless, the original tests fail. So better test for something.

This was part of my todo!

The build fails on container image pushing which is expected.
