Create library stub file #7

Create a "stub" file that can replace the full loghound.js file.  This stub 
should have dummy methods that allows for any methods calls but has none of the 
business code that actually runs.

The stub file could be included in place of the loghound.js file to guarantee 
that the logger could not be turned on at all.

This would be for the security-paranoid corporate users out there that want to 
make sure in no uncertain terms that Log Hound affects their end-users.
