[Enhancement] GitHubActions workflow to build&push to nuget.org

As suggested in https://github.com/gitcoinco/web/issues/5390, I'm opening a new blank issue, cloned from https://github.com/nblockchain/DotNetEssentials/issues/1:

Requirements:

• Should work with windows-latest (no need for macOS).
• Do not use PowerShell (.ps / .ps1) scripts.
• Do not use any uses: steps other than the standard uses: actions/checkout@v1.
• Package doesn't need to be signed before uploading.
• Package version should include date and git hash.
• Package dependencies in nuget.org should show same as the ones in https://www.nuget.org/packages/Xamarin.Essentials.
