Add spatial layer showing each country with a buffer along land boundary #557

Ability for a regional atlas to add a buffer (e.g. at Wales / England boundary) toggled on/off specifically for work at geographical boundaries (could also be useful for other spatial limits/polygons). Ecology doesn't respect political boundaries! Specifically requested for NBN Atlas Wales but include for other Atlases including core atlas.

Would you mind looking at the functionality on https://wales-species-inns.nbnatlas.org for working with Wales or Wales + 20km buffer data, and let me know what else might be needed?
