Propagation Exporting GUI Validations

[GoogleCodeExporter]

What steps will reproduce the problem?
1.Load data from dataset 7
2.Check the Export Deviations Check box
3.Don't select a file or path
4.Propagate

What is the expected output? 

The application should display a message telling that if the ExportDeviations 
check is selected, then a csv file should be selected also. The propagation 
shouldnt start until these conditions are met

What do you see instead?

Propagation is invoked even if the
