Date centered is off by +3 years and +3 months. #434

What is the expected output? What do you see instead?
date is off by 3 years and 3 months in the timeline bands

What version of the product are you using? On what browser and what
operating system?
windows xp, firefox 3.6

Please provide any additional information below.
The date in the code for the bandinfos is set to the current date.  The time 
band centers on the current date + 3 years and + 3 months when displayed.

Last week the timeline loaded on the correct current date.  Now, as of today 
the timeline loads 3 years and 3 months ahead again.  I have not altered my 
code.
