Completed and posted to dev environment, code in in branch https://github.com/nbtdev/client/tree/checkpoint-1-faction-setup

place mechs, dropships and jumpships on planets by type and count
place "additional" industry on planets, lower limit auto-industry, upper limit league variable setting
support for saving progress arbitrarily
display current limits and "remaining" totals
initial polish pass
