[Admin] Interface for editing per-faction "available" types and setup limits #61

Need an interface to edit per-faction setup "available" combat unit, dropship and jumpship types, as well as the different limits for the factions

Setup limits was completed in #63

Currently available unit, dropship and jumpship types are calculated as part of faction application approval process
