Redis SLO strategy #127

This strategy enables your app to look up the redis-session associated with the CAS ticket anytime a user gets signed out of the CAS so it can be invalidated.

Thank you, and sorry for the long delay reviewing this! I ended up rebasing and merging this one locally - I didn't want to take the whitespace-only changes to the RailsCache class.

Great news! Yeah, sorry about the unnecessary whitespace changes I should have left out of the PR to begin with.
