Edit WRF python map plots to enable creation of images within INVIS user defined limits

Take existing WRF python scripts and convert to be used within INVIS so that maps can be plotted within user defined limits

• [x] Convert an example map script to be a module callable from the plot manager.
• [x] Allow the script to accept latitude and longitude values and recognise whether it is being supplied with upper left and lower right or lower left and upper right corners- should work both ways.
• [x] Include if __name__ == "__main__": to enable script to be run from the command line as well as from the plot manager.
• [x] Check to make sure supplied lat and lon points are within the WRF file being supplied by the command_dictionary are inside the WRF domain
• [x] Remove image saving and replace with return fig to pass the figure back to the calling function.
• [x] Test image generation
• [x] Create initial example and test
• [x] Allow for no information to be entered for lat and lon limits and revert to plotting the whole simulation domain.
• [ ] Convert existing map plots to work with user set limits
• [x] Test user set limits with simulations run with lambert conformal projection

Until changes have been made to WRF simulations to make them run on the lambert conformal grid instead of mercator the actual method for selection of subset data cant be tested, I think it works OK but if there are issues I wont know till I can test on the final projection.

Conversion of NWR to Lambert conformal projection has now begun. WOEST domain to follow.
