Add introduction to cf-python & -plot teaching Jupyter Notebook #185

Adds the teaching Notebook for the cf-python and cf-plot component of the course, with all of the datasets it uses (five in total, nothing too large with the biggest being around 25 MB). I ran the full Notebook to check it works and then cleared all of the cells ready for training use.

Opening as draft briefly whilst I fix one or two TODOs I missed from the PR over on https://github.com/NCAS-CMS/cf-tools-training where our cf-python training lives and I am also including the equivalent Notebook as the introduction to the new full dedicated training course.

Ah, no - meant to raise this on the isc2024 branch :woman_facepalming: Will have to re-open on that, ignore this!
