convert omim_evidence property to boolean #11

omim_evidence is a property of article nodes. Currently they are implemented in the same manner as https://github.com/ncats/alert/issues/2

UPDATE: They are not implemented in the same way as #2
pubmed_evidence has the same issue. @12yye Figure out what this means and discuss some potential fixes with Qian or/and the rest of the rd_alert group
